Construction Certificate (CC)
What it is
A Construction Certificate is the approval you need before breaking ground on any residential building work that already has Development Approval (DA) from Council. It confirms that your construction plans and specifications comply with the Building Code of Australia (BCA) and any conditions attached to your DA. No CC means no legal construction.
Who needs it
You need a CC if Council has approved your DA and you’re now ready to build. This applies to new houses, alterations and additions to existing homes, and Class 10 structures such as sheds, garages, and swimming pools. If you’ve gone through the Council DA path, the CC is your next mandatory step before your builder can swing a hammer.
How long does it take
Timeframes depend on how complete and compliant your documentation is when you engage us. Having your stamped DA, engineering plans, and specifications ready upfront helps move things along without unnecessary back-and-forth.
Complying Development Certificate (CDC)
What it is
A Complying Development Certificate is a fast-track approval pathway that combines the planning, approval, and construction approval into a single certificate. It bypasses the Council DA process entirely, provided your proposed development meets the specific criteria set out in the State Environmental Planning Policy Exempt and Complying Codes or the State Environmental Planning Policy (Housing) 2021. My Certifier can assess and issue CDCs as a registered private certifier under NSW Building Commission.
Who needs it
The CDC pathway suits homeowners and builders who want to move quickly and whose project meets the complying development standards. This includes new houses, residential additions and alterations, and Class 10 structures — sheds, garages, carports, and pools. If your site and project tick the boxes, a CDC can save you significant time and money compared to the Council DA route.
How long does it take
CDCs for standard residential projects are typically issued within 14 business days once all required documents are received and confirmed to meet the criteria. That speed is one of the main reasons homeowners choose this pathway.
PCA Services — Inspections & Occupation Certificate
What it is
Once your CC or CDC is issued, you are legally required to appoint a Principal Certifier before construction begins. The PC’s role is to carry out mandatory inspections at critical stages of the build to verify that the work complies with the BCA and the approved plans. At the end of a successful build, the PC issues the Occupation Certificate (OC), which formally allows you to occupy or use the structure.
Who needs it
Every residential project that proceeds under a CC or CDC requires a PCA. My Certifier can act as your PC for Class 1 and Class 10 buildings — new dwellings, alterations, swimming pools, sheds, and garages. We are registered with NSW Building Commission and conduct all required critical stage inspections throughout the construction process.
How long does it take
PC services run for the duration of your build. The timeline is governed by your construction programme. The Occupation Certificate is issued once all required inspections are passed and any outstanding compliance documentation is received from your builder.
Pool Compliance Inspections
What it is
Under the Swimming Pools Act 1992 (NSW), all residential swimming pools and spas must be registered on the NSW Swimming Pool Register and must have a valid compliance certificate before a property can be sold or leased. A compliance certificate confirms that the pool barrier meets current Australian Standard AS 1926.1 requirements and all relevant Council conditions.
Who needs it
You need a pool compliance certificate if you are selling or leasing a property that has a swimming pool or spa. My Certifier is authorised to carry out pool compliance inspections and issue certificates under the Swimming Pools Act. We are listed on the NSW Swimming Pool Register.
How long does it take
An inspection can generally be arranged promptly. If the pool barrier passes on the first inspection, the certificate is issued shortly after. If rectification work is needed, a re-inspection is required before the certificate can be issued.
Building Consultation
What it is
Building Code is always changing, builders, are you keeping up? Home owners, maybe you have a construction underway and are wanting a second opinion on compliance? Not every question about a property needs a formal certificate. My Certifier offers direct building consultation for homeowners, buyers, builders, designers and developers who need practical advice before committing to a project or a purchase.

This service suits anyone buying a vacant lot who wants to understand zoning restrictions, setback requirements, or what can be built under complying development. It also suits homeowners at the early planning stage who want to understand their approval pathway options — CC versus CDC — before engaging a designer or builder.
